Puts one brush mask upload back together on the server, in order.

Description

Start takes the offer; Add takes each chunk: a chunk that starts at or before the bytes held adds only what is new (a part sent again after a resume changes nothing), one that starts past them is a gap. Finish decodes the upload and holds its hash and size to the offer's. Tier 1, one thread at a time; holds at most TotalBytes.
